讲述了在党中央富民政策的指引下，湖西村的生产发展了，农民也富了起来，被县里定为了小康示范村。村党支书黄金贵想用村里的一笔结余款在湖西上建立一座“星级”的“水上乐园”来招引更多的旅客，从而增加收入，安排村民就业，使村民们都富起来。而新当选的村主任马莲反对黄金贵的这个意见，认为应该把这笔钱用在建“养老院”和托儿所等民生工程上。两种思想发生了争执和对抗。。Four young people are enjoying the easy life, cruising on a yacht in the sun.
