故事由两拨盗贼团伙争抢一把价值不菲的扇子展开情节。侠盗团虽为盗贼团伙，但偷盗来的赃物都用做了扶贫救困，另一波由V带领的女贼团伙则是将赃物倒卖出国。两伙盗贼同时盯上了这把扇子，开始了明争暗斗的抢夺大战。。影片故事发生在虚构的莱咖国和中国香港。未毕业警校生阿山（古斌饰）临危受命，在监狱帮犯罪集团把手阿天（安志杰饰）扫平障碍，伺机接近并获其信任，以收集犯罪集团罪证。二人出狱后，阿山助天哥在港犯罪集团扶摇直上。经多重磨难，阿天成功替代集团老大豹哥（曾志伟饰），当上坐馆并控制集团。但就在阿山即将完成任务之际，他的身份却被识穿……。Michael Keegan-Dolan is one of the most remarkable choreographers working in dance and theatre today.
