抗日战争时期，一件出土的国宝——北魏古佛，震惊了上海滩三教九流，也引起了汉奸商人韩锡元（严翔饰）的觊觎之心。警察局长余贵卿（李纬饰）令特务处长沈剑中（王志华饰）劫取古佛，此事引起江湖游侠江一剑、欧阳雄（乃社饰）、等人的关注和警惕。在通往上海的轮船上，古佛被窃走，余局长下令抓来所有惯偷，知晓阿三（张元饰）将古佛卖给了古董店老板钱阿发（翁国钧饰），阿三被抓后，江一剑趁机混入余局长身边。通过对阿三的审问，沈剑中从钱阿发手中弄到了古佛，急于邀功的沈剑中在余府遇上韩锡元，韩一口咬定沈拿来的是赝品，余大怒，遂将沈关押起来。此时，江一剑心生一计......。The film is based loosely around events in December 1995 that culminated in the murders of three drug dealers in Rettendon, Essex, UK.
